Operations Council

What We Do

The COHC Operations Council (Ops) is chartered by the Central Oregon Health Council (COHC) Board of Directors to promote and facilitate accessible, affordable, quality health services including behavioral, oral, and physical health for Central Oregon residents. Ops is charged with providing strategic, operational, and regional guidance to the COHC in an effort to operationalize and implement key initiatives to meet the goals and objectives of the COHC.


Ops advises the COHC in the following areas:

  • COHC Strategic Plan and CCO development
  • COHC Regional Health Improvement Plan
  • Development, implementation, and evaluation of innovative initiatives, programs, services, and activities
  • Facilitate and operationalize COHC initiatives by working with all relevant components of the healthcare delivery system
  • Implementing Quality Incentive Measure strategies
  • Troubleshooting access and quality matters
  • Other responsibilities assigned by the COHC Board of Directors

Ops assists the COHC in the following areas:

  • Provide strategies and recommendations for the CCO development and implementation;
  • Provide advice to the COHC regarding public, private, and non-profit use of healthcare resources in our community to promote quality, coordinated, and collaborative health care that meets the goals of the triple aim
  • Provide advice in the definition, delivery, and measurement of key initiatives of the COHC, the CCO, and the RHIP in an effort to promote population health
  • Developing policy statements and policy direction


Members of the Ops represent all major components of the healthcare delivery system in Central Oregon including St. Charles; Mosaic Medical; Crook, Deschutes, and Jefferson County Health Departments; PacificSource; Bend Memorial Clinic; COIPA; Advantage Dental; behavioral health; primary care; and other areas as deemed necessary, including representatives for all organizations included in the Joint Management Agreement with PacificSource. In addition, the Ops may include representatives of other sectors to help promote coordination and collaboration.
